Classification Standards for Leadership and Management Positions

 

 

Senior University Leadership 

 

Senior leadership positions at the University of South Florida report directly to the President. These positions have broad authority on matters of policy and planning, and responsibility for revenue, expense, operations and administration for the functional group or campus led by the position. These positions are responsible for the strategies and success of their respective functions or campuses, for participation in the overall direction of the University, and for external relations with government, regulatory, business, community, alumni and other stakeholders.

 

Senior leadership positions are specifically designated by title. Any additions to this list must be approved by the President.

Associate Vice Presidents 

Associate Vice Presidents are appointed to lead large functional divisions on a University-wide basis or for a specific USF campus. The primary function of these positions is to provide overall leadership and direction for the division, working through a team of subordinate managers and professionals. Associate Vice Presidents generally manage multiple budget areas and departments and have responsibility for revenue creation as well as stewardship of resources.   A key requirement for these positions is alignment of divisional goals with overall USF and campus strategies. Associate Vice Presidents participate on a wide range of high level cross-functional teams and generally will have responsibility for external relations with appropriate groups and stakeholders.

 

To ensure consistency in the creation and appointment of positions at this level, the President must approve the use of the Associate Vice President title, upon the joint recommendation of the Associate VP for Human Resources and the appropriate member of Senior Leadership.

 

Assistant Vice President 

Assistant Vice Presidents can be appointed to lead multiple large departments within a division. The Assistant VP title is appropriate when the functional group has multiple divisions and those divisions are of such size and scope that additional leadership may be required. This position is distinguished from the Associate VP position in that it will lead a group of departments, but not an entire division.  For example, a large division like Administrative Services may be led by an Associate VP but may have an Assistant VP to lead the group of departments providing Auxiliary Business Services.

 

A second use of the Assistant Vice President title may occur when an individual manages a unit that has significant University-wide external relations responsibility, as may occur in University Relations, Government Relations, Advancement, etc.

 

The primary function of these positions is to provide overall leadership and direction for the assigned departments, working through a team of subordinate managers and professionals. Assistant Vice Presidents generally have responsibility for revenue creation as well as stewardship of resources. Assistant Vice Presidents represent their departments on cross-functional teams and often will have responsibility for external relations with appropriate groups and stakeholders.

Management Positions 

The management titles in use at USF are: Director, Associate Director, Assistant Director and Manager. To avoid unnecessary hierarchy and confusion across organizational units, the use of modifiers to these titles such as “Senior Associate Director” are not approved for use at USF. These guidelines also apply to the Controller, Registrar and Treasurer series, which are equivalent titles to Director, and also have Associate and Assistant level leadership titles in their respective series.

 

Program Director and Assistant Program Director titles are also used in recognized program areas impacting external stakeholders at the community, state, regional, national and international levels.

 

The Executive Director title is reserved for specifically designated institutes and programs where the Executive Director is responsible to a Board of Directors (which may be defined by Florida Statute or specific appropriation) to implement policies and procedures approved by the Board of Directors and to administer the business operations of the institute/program.  This title may be appropriate for individuals with direct accountability to the Board of Trustees.

 

Proposed classification of positions to management level titles will be reviewed by the Classification section within USF’s Division of Human Resources. The classification will be based on the leadership responsibilities of the position, taking into account the following factors:

 

·        reporting relationship

·        budget authority

·        scope of leadership responsibility

·        impact of decisions

·        policy and procedure authority

·        management responsibility

 

These factors are described in a series of tables, one for each classification. Taking into account all of these factors and the organizational structure of the unit, a recommendation will be made by the classification analyst, subject to the approvals indicated for each position on the tables. Because of the importance of maintaining equity with regard to the use of titles, additional approvals are required for the higher level managerial titles.

 

Titles 

The Director, Associate Director and Assistant Director titles will be assigned to job codes based on the career family appropriate to the specific position, using the codes in the table below.  A more descriptive title appropriate to the position may be entered into GEMS to more specifically describe the duties of the position (i.e., Pre-School for Creative Learning Director, Director of Physical Plant).
