Federal regulations require that all Federal Stafford/Direct Loan borrowers participate in exit loan counseling whenever you drop below half-time enrollment status, withdraw, stop attending the university, or graduate.
You can submit the Federal Direct Loan Exit Interview only if posted as a requirement for you in OASIS.
