2004-2005 Funding Model Update (Full Cost)
The Senate Funding Model prorates the 2003-04 allocation dollars using the University’s 2002-03 actual expenditures to derive at costs by level (Lower, Upper, Grad I, Grad II and Grad III) and by activity (instruction, research, academic administration, academic advising, etc) within each level. The assumption is that we will spend the same percentage of dollars on instruction, advising, student support, and etc. by level as the prior year.
Using the 2003-04 Funded Enrollment Plan, a cost by level and by activity within each level is derived. These costs are applied to the incremental enrollment growth numbers to derive at a cost per student FTE enrolled.
The Senate’s model does not provide funding for the full cost of an FTE. It provides funding for 100% of the derived cost of instruction by level for each university and 42% of the State University System’s average cost for academic administration, academic advising, library, student services, university support and research.
